Born in
Glasgow in 1952, Bill emigrated to Southern Rhodesia (as it was then
- now Zimbabwe) with his parents in 1957. He completed a BSc in
Agricultural Economics (University of Rhodesia) and after teaching
Economics at the University of Cape Town for four years completed a
Diploma in Education (1984) and an MEd (1989). It was at this stage
that Bill became aware of education as an ethical activity.
His MEd
thesis on the journalist as educator clearly showed the relationship
between education and ethics. On returning to Scotland, Bill worked
for the Department of Adult and Continuing Education in the
University of Glasgow. His PhD involved devising and studying ways
of helping students to effectively interpret essay-type examination
questions.
For almost
three years Bill was Chief Executive of the Gordon Cook Foundation,
an Aberdeen based charity which funds research and development in
Values Education. Bill was Chairman of the National Association of
Values in Education and Training and continues his research and
publishing in values education.
Bill
recognised the need for a Journal of
Values Education and published the first volume in January 1999.
He was awarded his DEd degree from the University of South Africa in
May 1997 for this work on "Adulthood as an
ethical continuum".
